Question: If Burneh doesn't show up, can Arrowline be the leader of WindClan?

Description
Arrowline is a golden tabby tom, with a pelt the color of the sun. His pelt is a short length. His tail is fairly long, with orange-gold rings around it. A green-gray, a very normal color, is the shade of his eyes. His ears are always pricked and alert, ready to hear the slightest sound. His nose looks raw and pink, and is very tender to the touch. One of the strangest things about Arrowline is his whiskers. The right half of them are very long, while the left half are short. Running down his back is a thin golden line, so small and the color is very close to the background color of his pelt, so it is very difficult to see. He has needle-sharp claws that are short, and the same with his teeth. Arrowline has a clawmark on his left side from a fight many moons ago.

Personality
Arrowline is an amiable cat when he wants to be. Although usually sweet, he tends to get snappish when he is hungry or tired. He gets along best with cats that are his own age, as opposed to apprentices or elders. But even though he might not be best of friends with an apprentice, he loves to teach, so that would make him learn to enjoy being around a younger cat. Arrowline, as said before, loves teaching, and also always wants to learn new things. If an opportunity arises for him to get more information about anything, he will gladly accept it. When he is around she-cats, he becomes very shy and withdrawn. He gets embarrassed easily.
History
Arrowkit || A Rough Kithood
Kestraldive was a small cat at 27 moons, abnormally small for a cat, even of WindClan. But when she, and another newly-made warrior, the 17-moon-year-old Northflight fell in love, bad things were to follow. The current medicine cat, Owleyes, advised her against having any kits, but sure enough, she became pregnant after a few moons. Her belly was contorted in a strange way, even at her stage of pregnancy, 1 moon away from having the kits.
When the day of the birth came, Kestraldive was in immense pain. She bore the kits, one after another. First, there were four still-born kits, smothered in her small womb. But the last kit was a small golden tabby with an arrow down his back. Kestraldive was agonized over the death of her kits, and weakened by the birth. Three days after the kits were born, she passed away to join them with StarClan. Northflight christened the remaining kit Arrowkit, and gave him to a queen that was only nursing one kit of her own, Jeweledkit. Arrowkit and Jewelkit grew up together, best of friends, and reached their sixth moon, although Arrowkit was considerably smaller then everyone else.
Arrowpaw || A Perfect Apprentice
Arrowpaw was assigned to Appleleaf by the leader, Mountainstar. Arrowpaw was Appleleaf's first apprentice, so she was determined to do everything right. She taught him how to hunt in the moors, how to scent out other nearby animals, how to distinguish between the clans, how to fight, and all the things that apprentices are taught. When he turned twelve moons old, both he and Jeweledpaw became warriors.
Arrowline || A Bad Beginning
Now called Arrowline, he and Jeweledgaze sat vigil outside the camp, protecting it from unseen predators. The night was very calm, until close to the sunrise, when the first stars were just starting to disappear from the dark night sky. A smoky black pelt, with hints of white in his fur, appeared out of the brush. His yellow eyes gleamed. The badger entered the camp, and headed straight for the nursery. Arrowline and Jeweledgaze exchanged a glance, then dashed towards him. Jeweledgaze leaped onto his back, while Arrowline tried to distract him. Jeweledgaze screeched, trying to call another cat in to help, but no one came. Arrowline reached with his paw and hit the badger in the eye, blinding him. Now unable to see out of his right eye, the badger got even angrier, swiping at Arrowline. He connected, drawing a thin but deep line of blood. Jeweledgaze, enraged, charged the badger. The badger merely knocked her aside with a hard blow to her head. She crumpled off to the side, still as a stone. Arrowline scratched out the badger's other eye, and watched it run away before turning to Jeweledgaze. But it was too late. She had passed on to join StarClan.

Arrowline sat still, silent in his vigil. Next to him sat Jeweledgaze, equally silent. They had become warriors that day, on their twelfth moon. The bracken protecting the WindClan camp crackled ominously. He breathed in and out methodically, shutting all other noises out of his ears. The dark night sky was just beginning to turn over to the sun, and some of the stars were starting to depart. Jeweledgaze was gesturing frantically to him, pointing at a pile of bracken that was by the nursery. A badger with piercing yellow eyes emerged. Arrowline glanced at Jeweledgaze, and she gave a slight nod of her head.
They both burst towards the badger, Jeweledgaze jumping in the air to land on his back. She dug her claws into the brute, drawing tiny pinpricks of blood. Arrowline dashed up onto his side, taunting him, distracting him. He clawed the badger in his eye just as Jeweledgaze gave out a cry for help. No one answered it. The badger roared in rage, unable to see out of the clawed eye. He swiped at Arrowline's flank, drawing a painful line of blood. "Jeweledgaze!" he gasped. "Don't do anything stupid."
"You stupid furball," she retorted between blows. "Don't do anything that I wouldn't do." While she said this, she was charging him. She bit his tail, leaving it hanging on by only a tendon. The badger knocked her. She crumpled on the ground in a small, unmoving heap.
"Jeweledgaze!" Arrowline yelled. "Answer me!" But no answer came. He dove at the badger and scratched out his other eye. The badger turned tail and ran away, injured. He ran blindly into trees, not being able to fine his way.
Arrowline ran up to his friend. "Jeweledgaze," he whispered. "Don't leave me."
Jeweledgaze blinked open an eye with tremendous effort. "Arrowline," she murmured. "Don't do anything I wouldn't do." And her body lay rigid, her eye shut.
"Jeweledgaze," he said dejectedly. "Jeweledgaze."
